How the NIJ Rates Protection

The National Institute of Justice established armor standards in 1972 because police were dying to handgun rounds. They created a scale: Level I stops 9mm. Level II stops 9mm and some rifle rounds. Level III stops 7.62×51 NATO (.308). Level IV stops armor-piercing .30-06. Each step assumes the shooter knows which caliber is coming.
But a rating is a minimum in controlled conditions. Level IV ceramic, tested with a single shot at 10 meters, stops a .338 Lapua Magnum round. Level IV ceramic, hit twice on the same plate or hit at compound angles, might not. The NIJ test fires rounds straight into fresh material from laboratory distance. Combat isn't laboratory.
NIJ Level III and IV are where the real numbers live. Level III ceramic or composite plates weigh 2.5 pounds each, cost $300-500, and stop everything short of armor-piercing rifle rounds. Level IV ceramic weighs the same but stops AP threats and costs $800-1,500 per plate because the material science is harder.

What Actually Happens When a Plate Gets Hit
Here's what body armor does that the rating doesn't mention: it spreads force. A .308 round carries thousands of foot-pounds of energy. The ceramic stops the penetration by absorbing and dispersing that energy. But the energy still travels backward into the wearer's chest as blunt force trauma. A Level IV plate might stop the bullet cold and still break three ribs.
That's why modern armor uses composite construction—ceramic facing to stop penetration, composite backing to spread the force across a wider area of the body. The backing absorbs the shock instead of the ribs doing it. A soldier in Level IV armor can take a hit and stay conscious. Without the backing, they're getting a hammer blow to the chest whether the bullet stops or not.
Shrapnel and secondary fragmentation aren't covered by NIJ ratings either. A bullet hits ceramic. The ceramic spalls backward. That spalling becomes ballistic fragments traveling inside the body armor. Level IV plates with quality backing manage fragmentation better, but some still happens.
The Trade-Off That Defines Every Platform
Modern soldiers and law enforcement operators face a choice: mobility or protection. A full Level IV ceramic plate carrier with six 10-pound plates covering front, back, and sides protects against everything except an anti-materiel rifle. It also weighs forty pounds and cuts oxygen to the muscles underneath.
Operators doing quick-assault missions run lighter plates, accept less protection, and trade weight for stamina. Long-range or static defense uses heavier protection. The armor you wear defines how long you can fight. NIJ ratings don't measure that.
