1 Corinthians 7:8-9 says, that if you cannot exercise self-control, you should marry, for it is better to marry than to burn with passion. This is what is urged rather than moving in with someone because you are not sure whether you want to marry them or not. Just having sex outside of marriage is not what the Bible tells you to do.
